Abstract
<jats:p>BLUF: - NCRI assesses that the Democratic Socialists of America (DSA) exhibits multiple indicators warranting a FARA compliance inquiry, including repeated foreign-facilitated engagements, receipt of apparent in-kind benefits, and subsequent U.S. political advocacy aligned with the interests of the Venezuelan, Cuban, and Chinese governments, all of which are subject to U.S. sanctions. - Over several years, DSA delegations to these countries appear to have received foreign-facilitated access, in-kind support, and material benefits – such as luxury accommodations, transportation, and exclusive meetings with regime leaders – that do not appear to be fully disclosed in publicly available filings, potentially violating disclosure requirements and U.S. sanctions regimes. - Post-delegation, DSA exhibited coordinated, time-locked advocacy and messaging that directly advanced foreign regime priorities, including anti-sanctions campaigns and electoral defenses. This was done without any FARA registration, despite indicators consistent with acting in the interests of foreign principals - including DSA’s own stated objectives of building ongoing partnerships and formal channels of engagement - and circumstances warranting inquiry into potential direction, request, or coordination.</jats:p>
