Abstract

It is obvious that since the first years of independence, the Republic of Kazakhstan has maintained active ties with the Kazakh diaspora living outside the country. This is evidenced by both published studies and archival materials confirming this conclusion. In the future, the scale of migration and interaction between Kazakhs around the world is likely to expand, contributing to the formation of a global system of international relations of the Kazakh people. This became one of the first initiatives of the Kazakh state aimed at uniting the nation and returning to the historical homeland of compatriots who were forced to leave it in different periods of history. During the tsarist policy, many of them fled oppression, and during the Soviet period they were often subjected to repression, declared "enemies of the people" and "traitors." This policy can be considered as a vivid manifestation of Kazakhstan's sovereignty and independence.Analyzing the history of Kazakh migrations over several centuries, it can be concluded that most of them were forced. These relocations were not intended to enrich themselves or interfere in the internal affairs of other States. On the contrary, they were motivated by the desire to avoid social inequality, lawlessness, violence, and the threat of annihilation. At the same time, the facts of illegal emigration testify to the forms of discrimination and inequality that persisted in different historical periods.
