Abstract

<jats:p>This article examines the development prospects of tourism in modern Azerbaijan, emphasizing its strategic role in diversifying the non-oil economy. State programs and long-term development strategies have strengthened institutional governance, infrastructure, and public– private partnerships in the tourism sector. Following the pandemic-related decline, international tourist arrivals have significantly increased, reflecting recovery and renewed growth potential. Azerbaijan’s rich cultural heritage and natural diversity — including UNESCO-listed sites such as Icherisheher and Gobustan State Historical and Artistic Reserve — enhance its international competitiveness. Year-round tourism is supported by winter resorts such as Shahdag Mountain Resort. The development of tourism in the Karabakh and East Zangezur regions further expands national tourism potential. Overall, sustainable planning, diversification, and human capital development are key priorities for ensuring long-term growth in Azerbaijan’s tourism sector.</jats:p>
