Abstract
In the aftermath of the devastating earthquake, 1988, the Lori and Shirak regions as disaster zones, have been coping with socio-economic challenges up-to-now. New families, living in these regions face a range of difficulties including unemployment, housing problems and limited access to educational, cultural and healthcare services. The reasons for these problems could be the slow pace of reconstruction, economic instability and continual immigration. New families have to make a difficult choice either to stay and struggle for better life or leave in search of new horizons. For the time being an overall study of state policy and support programs is crucially important. The state strategy of the Republic of Armenia is aimed at improving the living conditions of new families by means of providing housing subsidies and job offers. However, a common approach is necessary in order to make investments in education and regional development and to enhance the potential of infrastructures and community. Addressing the concerns of new families in disaster zones is important not only for regional development but also for the country demographic stability, family institution and long-term well-being.
