Abstract
<jats:p>The aim of the article is to discuss the issues of VAT refunds with certain mechanisms related to increasing the efficiency of non-cash transactions in the conditions of the RA economy. The article discusses in detail the international experience related to the issue, identifies their best elements, and attempts are made to propose certain options for their localization. The author has developed a scenario analysis simulation tool within the framework of the research, through which he has assessed the possible fiscal impacts of VAT refunds with a certain share from non-cash transactions on the RA state budget. Within the framework of this analysis, certain limits and parameters of VAT refunds have been developed, the application of which will allow to zero out the net fiscal impacts on the budget.</jats:p>
