Abstract
<jats:p>This article analyzes the current state of the legal and regulatory environment affecting the digital development of the insurance market in Azerbaijan. The study highlights the importance of establishing a flexible and comprehensive legal framework to support the implementation of digital insurance services. The author examines national legislation, including the Law on Insurance Activity, as well as relevant normative acts regulating electronic signatures and digital commerce. Based on the analysis of international practices from countries such as Estonia, Germany, and Turkey, the paper identifies key regulatory gaps and suggests the need for a dedicated legal act on digital insurance. It also emphasizes the significance of integrating insurance platforms with public digital services such as ASAN and myGov to enhance transparency and efficiency. The study concludes with policy recommendations aimed at improving the legal infrastructure and promoting the sustainable digital transformation of the insurance sector</jats:p>
