Abstract
<jats:p>The study proposes a theoretically grounded reconceptualization of Turkic regional integration through the prism of digital geopolitics. It is well known that the long-standing concept of “Turkic Unity” in the Turkic world have been primarily grounded in a cultural–ethnic and nationalist discourse. However, a narrow nationalist or purely ideological approach to the issue of Turkic Unity is limited in scope in the context of global digital transformation. At this new stage, there is a pressing need to develop an integration model among Turkic states that is sustainable and functional, based on economic, technological, and informational foundations. The proposed “Techno-Turan” concept envisions a digital–economic integration platform that not only includes Turkic states but could also extend to other Ural–Altaic origin nations. Principal research question: Under what conditions does digital–economic integration outperform ideological models in Turkic regionalism, and what is Azerbaijan’s comparative capacity therein? Theoretically, primary emphasis is placed on constructivism and regional integration theories. The constructivist approach is employed to explain how the idea of Turkic Unity has been shaped by identity, historical memory, and ideological discourse, and how it has transformed over time amid structural changes. The chapter concludes that the model offers a more functional approach both in terms of regional stability and global competitiveness. Azerbaijan possesses a real potential to become the regional hub for digital technologies and artificial intelligence within this model.</jats:p>
