Abstract

<p> Municipalities play a significant role in shaping the transformation tasks of climate change mitigation and adaptation within the climate policy regulatory framework. The 4th Professor's Discussion on Environmental Energy Law 2025 therefore focused on the complex tasks and functions of cities and municipalities in the multi-level system. In a series of talks, professors of law and other disciplines discussed topics such as climate change protection as a mandatory task and its financing, sustainable urban development, the identification and designation of the necessary areas for the energy transition, the possibilities and limitations of transforming heat supply, and the special role of local authorities in climate adaptation. <bold>With contributions by</bold> Monika Böhm | Sina Fontana | Markus Ludwigs | Thorsten Müller | Armin von Weschpfennig | Martin Wickel | Christine Wilcken | Daniela Winkler </p>
