Abstract

“Cooperative building land models” serve to implement municipal building land strategies in the sense of socially equitable land use on private properties. In the course of their application, private landowners contractually commit to the construction of affordable housing and receive building rights in return. This paper examines the influence of this instrument on actors in the housing industry, with a particular focus on the housing markets in Berlin, Düsseldorf, and Cologne. The author has been working as a real estate appraiser since 2013. Since 2020, he has been combining practical experience with scientific findings as a research assistant in the Department of Spatial Planning and Environmental Law (TU Dortmund, Faculty of Spatial Planning).
