Abstract
<jats:p>The solid waste governance in fragile states is a complex issue that goes beyond the traditional fear about the physical infrastructure. At the heart of the issue, there is the institutional inability, loss of faith in the institutions, and developmental iniquities. They can be illustrated in the Pakistani context, where the pace of urbanization is increasing and the role of policy implementation is disintegrated. Waste management thus serves as socio-political reflection, disclosing the points of collapse of intentions of policy, location of social worth dissipated and the voices of citizens quenched in the swamp of indifference.</jats:p>
