Abstract

<jats:p>This report presents the results of PRCI Strategic Research Priority project SRP-IR-01, in which Bear Creek Ai and DNV USA developed an AI-driven analytical tool - the PRCI PHMSA Data Tool - to analyze PHMSA-reportable transmission pipeline incident data (2010-2025) for natural gas (1,914 incidents) and hazardous liquid (5,687 incidents) systems. Using a two-tier approach combining SQL-based structured queries with LLM-synthesized Incident Reports, the project evaluated performance trends across three location types (Offshore, Pipeline Right-of-Way, and Operator-Controlled Facilities) and performed detailed causal and significant consequence assessments. The defining finding is severity concentration: a small fraction of incidents produces a vastly disproportionate share of consequences - the combined significant-consequence dataset of 1,438 incidents accounts for all 48 fatalities, 173 injuries, 415 ignition/explosion events, and 5.66 billion USD in total property costs. The PRCI PHMSA Data Tool is delivered to PRCI members via Bear Creek Ai's knowledgeXpert Marketplace, enabling data-informed development of technical-committee-specific research objectives aimed at reducing reportable incidents.
