Abstract
The article presents the results of an interdisciplinary study of the existing problems of cost estimation and calculation of the cost of cadastral works. The legal grounds and functional significance of the estimate as a mandatory condition of the contract for the performance of cadastral works are considered. The problems of forming the estimate documentation during the implementation of cadastral works are identified, including: the lack of a unified methodology and a unified approach to determining the cost of works; the lack of accessible and convenient means of automating the calculation of estimates. The article analyzes the legal norms governing the calculation of the cost of cadastral works and proposes ways to improve the regulatory framework in this area. The article also presents the results of a study of existing software solutions used for calculating estimates for cadastral works. The development of a web application that provides automated calculation of estimate documentation when performing cadastral works is proposed. The main requirements for the application are defined: the possibility of implementation in the real work of cadastral engineers; work without an Internet network; automation of calculations; support for mobile devices; flexible settings and coefficients; data synchronization. The target users of the proposed application are small and medium-sized businesses that do not have the ability to purchase expensive comprehensive solutions. Innovations and new approaches to solving practical problems in cadastral activities are supported by government initiatives, market requirements, and global digitalization trends. The relevance of the introduction of IT technologies in cadastral works is due to the need to increase the efficiency, accuracy, transparency and scalability of processes. The creation of a web application will allow customers to better navigate the services market, increase its transparency, and entrepreneurs will be able to maintain an advantage in the market, having a tool for simple and reasonable calculation of the cost of services.
