Abstract
<jats:p>В статье рассматривается проблема снижения уровня транспортной безопасности морских портов Ростовской области и ее влияние на экономические показатели портовой деятельности в условиях политико‑экономической нестабильности и ускоренной цифровизации. Цель исследования – выявить связь между уровнем безопасности и динамикой ключевых экономических индикаторов, определить главные угрозы транспортной безопасности морских портов Ростовской области и разработать практические рекомендации по их решению. На основе исследования динамики уровня транспортной безопасности и основных финансово-экономических показателей морских портов сделан вывод об их ухудшении на фоне снижения транспортной безопасности. В работе систематизированы угрозы транспортной безопасности морских портов в две категории: системные и вызванные текущей политико‑экономической и цифровой конъюнктурой. Методологически использованы общенаучные подходы (анализ, синтез, сравнение), ретроспективный анализ статистики грузооборота и финансовой отчётности, методы относительных показателей и графо‑табличное представление. В результате, с 2022 зафиксировано снижение уровня безопасности до 2 уровня и на фоне этого падение грузооборота и снижение выручки и чистой прибыли морских портов Ростовской области в 2023-2024 гг., за исключением улучшения показателей АО «Таганрогский МТП» в 2024 г. Практическая значимость работы состоит в разработке приоритетных мер по обеспечению транспортной безопасности морских портов Ростовской области. Перспективы дальнейших исследований включают детальную оценку затрат на обеспечение транспортной безопасности, разработку рекомендаций по совершенствованию региональной и федеральной поддержки деятельности предприятий водного транспорта с учетом обеспечения их транспортной безопасности.</jats:p> <jats:p>The article examines the problem of reducing the level of transport security in the seaports of the Rostov Region and its impact on the economic performance of port activities in the context of political and economic instability and accelerated digitalization. The purpose of the study is to identify the relationship between the level of security and the dynamics of key economic indicators, to identify the main threats to the transport security of the seaports of the Rostov Region, and to develop practical recommendations for their resolution. Based on the analysis of the dynamics of the level of transport security and the main financial and economic indicators of the seaports, it is concluded that they are deteriorating due to the decrease in transport security. The paper systematizes the threats to the transport security of seaports into two categories: systemic and caused by the current political, economic, and digital environment. The paper uses general scientific approaches (analysis, synthesis, and comparison), retrospective analysis of cargo turnover statistics and financial reports, relative indicator methods, and graphical and tabular presentation. As a result, since 2022, there has been a decrease in the security level to level 2, which has led to a decrease in cargo turnover and revenue, as well as a decrease in the net profit of the seaports of the Rostov Region in 2023-2024, with the exception of an improvement in the performance of Taganrog MTP in 2024. The practical significance of this work lies in the development of priority measures to ensure the transport security of the seaports of the Rostov Region. Further research prospects include a detailed assessment of the costs of ensuring transport security, as well as the development of recommendations for improving regional and federal support for the activities of water transport enterprises, taking into account the provision of their transport security.</jats:p>
