Abstract

<jats:p>Destructive fishing in the waters of Tual City remains a significant environmental and socio-economic issue, threatening marine biodiversity and the livelihoods of local fishermen. This study analyzes the problem using a SWOT approach, identifying strengths such as existing government regulations and rich marine resources, weaknesses including limited enforcement capacity and economic dependence on harmful fishing practices, opportunities such as growing global demand for sustainable seafood, and threats like illegal fishing and climate change. Based on the SWOT analysis, several policy recommendations are proposed, including strengthening law enforcement, promoting sustainable alternative livelihoods, enhancing education and awareness programs, expanding marine protected areas (MPAs), and creating market incentives for responsible fisheries. These strategies aim to transition Tual City towards sustainable fisheries management, balancing environmental conservation with economic development. Effective implementation of these policies will not only mitigate destructive fishing but also ensure long-term resilience for both the ecosystem and local fishing communities.</jats:p>
