Abstract
<jats:p>Human capital mobility, encompassing both brain drain and brain gain, plays a crucial role in shaping a country’s economic and innovative development. The emigration of highly skilled professionals can reduce productivity and weaken key sectors such as healthcare and education, whereas the return and inflow of qualified specialists contribute to the development of scientific, technological, and economic ecosystems. This article examines the causes, consequences, and management mechanisms of brain drain and brain gain, with a focus on preserving human capital and encouraging the return of specialists to their home countries.</jats:p>
