Abstract
<jats:p>Введение. Стратегический анализ трансформации сельского хозяйства региона актуален для сравнительной оценки ее этапов, выделенных на основе количественно-качественных критериев. Материалы и методы. Разработан системно-стратегический методический под- ход к оценке трансформации сельского хозяйства региона. Использованы методы стратегического анализа (модифицированная матрица McKinsey) и системного анализа (метод средних величин, линейный регрессионный анализ, типологическая группировка). Временные ряды абсолютных величин для сельского хозяйства Пензенской области составлены по открытым данным Росстата за 1995–2023 гг. Результаты исследования. Разработан методический подход для стратегической оценки трансформации сельского хозяйства Пензенской области, включающий в себя: периодизацию трансформации на основе такого критерия, как смена структуры источников инвестиций в основной капитал национального сельского хозяйства; анализ тенденций средних значений абсолютных показателей и формирование трансформационной матрицы; выделение типов тенденций и их смены на этапах трансформации; типологию трансформаций как различной координации тенденций ресурсного обеспечения, результата производства и эффективности; оценку регрессионных взаимосвязей. Обсуждение и заключения. Стратегическая оценка трансформации сельского хозяйства Пензенской области заключается в том, что на 3-м этапе в сравнении со 2-м этапом имеет место тенденция роста среднего посевных площадей всех сельскохозяйственных культур и валового сбора зерна (в весе после доработки). Рост посевных площадей зерновых и зернобобовых культур на 3-м этапе незначим в сравнении со 2-м этапом. В регионе на 3-м этапе в сравнении со 2-м этапом реализуется спад производства молока и поголовья овец и коз.</jats:p> <jats:p>Introduction. The strategic analysis of the transformation of agriculture in the region is relevant for a comparative assessment of the stages of transformation identified on the basis of quantitative and qualitative criteria. Materials and methods. A systematic and strategic methodological approach to assessing the transformation of agriculture in the region has been developed. The methods of strategic analysis (modified McKinsey matrix) and system analysis (method of averages, linear regression analysis, typological grouping) are used. The time series of absolute values for agriculture in the Penza region are based on open data from Rosstat for 1995–2023. Results. A methodological approach has been developed for the strategic assessment of the transformation of agriculture in the Penza region, which includes: periodization of transformation based on the criterion of changing the structure of sources of investment in fixed assets of national agriculture; analysis of trends in the average values of absolute indicators and the formation of a transformation matrix; identification of types of trends and their changes at the stages of transformation; typology of transformations as different coordination of trends resource provision, production result and efficiency; assessment of regression relationships. Discussion and conclusions. The strategic assessment of the transformation of agriculture in the Penza region is that at the 3rd stage, in comparison with the 2nd stage, there is a tendency for an increase in the average acreage of all crops and gross grain harvest (in weight after refinement). The growth of acreage of grain and leguminous crops at the 3rd stage is insignificant in comparison with the 2nd stage. In the region, at the 3rd stage, compared with the 2nd stage, there is a decline in milk production and the number of sheep and goats.</jats:p>
