Abstract

<jats:p>The subject of the study is non-governmental organizations (NGOs) as an element of the implementation of state regional policy. The need to utilize the potential of NGOs in the implementation of state regional policy requires deepening cooperation and developing partnership mechanisms between the state, local self-government bodies, and civil society institutions, as well as expanding practices for involving NGOs in strategic planning, the implementation of regional development programs and projects, and the monitoring of their effectiveness. The aim of the article is to analyze the economic potential of NGOs as an institutional resource for regional development and as a tool for implementing Ukraine’s state regional policy. The article presents the experience of EU countries in engaging NGOs in regional policy. It assesses opportunities and identifies mechanisms for integrating the potential of domestic and international NGOs into the processes of forming and implementing state regional policy, particularly in the context of post-war recovery and sustainable territorial development. Key functional areas of NGO activity are highlighted, ranging from humanitarian response to strategic planning for the development of territorial communities. Special attention is given to mechanisms for involving the public sector in decentralization processes, the digital transformation of regions, and the activation of local self-government bodies. The main barriers limiting the effectiveness of NGOs are identified, including financial dependence on international donors and insufficient institutional sustainability at the local level. It is substantiated that the integration of the potential of the non-governmental sector into state regional development programs is a critical factor in enhancing territorial resilience in the context of European integration processes. A set of measures is proposed to improve the effectiveness of regional policy, strengthen community capacity, and develop a more sustainable and inclusive model of regional development governance in Ukraine under wartime challenges and post-war recovery conditions.</jats:p>
