Abstract

<jats:p>This paper examines the legal status of volunteer organizations in the Republic of Uzbekistan and develops recommendations for its improvement. The study centres on the Law on Volunteering and the subsequent legislative amendments of 2022–2023. The legal nature of a volunteer organization as a form of non-governmental non-commercial organization (NGO) is analyzed, and a comparative study with sponsorship organizations is carried out. Drawing on a comparative legal analysis of legislation in Turkmenistan, Kazakhstan, Poland, and Italy, the paper proposes four reforms: introducing a unified procedure for recognizing NGOs as volunteer organizations; establishing a state registry; providing tax incentives; mandating insurance coverage for volunteers; and creating a Volunteer Council under the Agency for Youth Affairs.</jats:p>
