Abstract
Organ trafficking threatens healthcare security, ethical medical practice, and public trust by exploiting governance and data gaps within health systems. Digital government offers mechanisms to strengthen healthcare security through improved data integration, cybersecurity, and inter-agency coordination. This chapter examines how digital government can reinforce healthcare security in Malaysia by mapping theoretical, empirical, and methodological gaps that limit efforts to prevent organ trafficking. It highlights the need for coordinated governance and co-creation of cybersecurity value among key stakeholders.
