Abstract
<jats:p>Toplumsal cinsiyet temelli mücadelelere rağmen, nüfusun yarısını teşkil eden kadınların sosyo-ekonomik ve politik alanda ikincil konumda kalmaları, onları dezavantajlı gruplar arasında ön sıralara taşımaktadır. Türkiye’de kadın refahı politikaları incelendiğinde; süreklilik arz etmeyen ve "bir ileri iki geri" şeklinde seyreden uygulamalar sonucunda kalıcı ve sürdürülebilir çözümler üretilemediği görülmektedir. Bu durum toplumda kadının dezavantajlı konumunun iyileşmesini engellemektedir. Kadın refahı alanında hizmet sunumu; merkezi yönetimler, yerel yönetimler ve sivil toplum kuruluşları (STK) olmak üzere üç ana aktör üzerinden yürütülmektedir. Bu bölümün amacı söz konusu paydaşların kadın refahı çalışmalarını ve sundukları hizmet modellerini bütüncül bir bakış açısıyla ortaya koymaktır. Aynı zamanda bu kurumsal yapılarda görev alan sosyal hizmet uzmanlarının stratejik rol ve fonksiyonlarına dikkat çekilmektedir. Bölüm sonunda sunulan vaka örneği ile kuramsal bilginin pratiğe aktarılması hedeflenmekte; okuyuculara sosyal hizmet müdahalesine dair tartışma zemini sunulmaktadır. Despite efforts to address gender-based issues, the fact that women—who make up half the population—remain in a secondary position in socio-economic and political spheres places them at the forefront of disadvantaged groups. An examination of women’s welfare policies in Turkey reveals that, due to inconsistent practices characterized by “one step forward, two steps back,” it has not been possible to produce lasting and sustainable solutions. This situation hinders the improvement of women’s disadvantaged position within the social structure. Service delivery in the field of women’s welfare is carried out through three main actors: central governments, local governments, and civil society organizations (CSOs). The primary objective of this section is to present the women’s welfare initiatives and service models offered by these stakeholders from a holistic perspective. The study also highlights the strategic roles and functions of social workers employed within these institutional frameworks. The case study presented at the end of the chapter aims to translate theoretical knowledge into practice, offering readers a foundation for analytical thinking and discussion regarding social work interventions.</jats:p>
