Abstract

<jats:p>Memlûkler, Mısır, Suriye ve Hicaz gibi İslâm dünyasının merkezî bölgelerinde üç asra yakın hüküm sürmüş Müslüman bir Türk devletidir. Bu kitapta, farklı coğrafyalardan memlûk olarak getirilen iktidar mensuplarının, dönem ulemâsı ile ilişkilerini hangi zeminde yürüttüğü sorusuna cevap aranmış, konu bu ilişkilerin mahiyetini ortaya koymaya yönelik siyasî, sosyal, dinî, kültürel vb. her alanı kapsayacak şekilde ele alınmıştır. Memlûkler’de iktidar ve ulemânın mahiyeti hususunda, öncelikle bu dönemde yönetici elit ile halk arasında hemen her açıdan ciddi farklılıkların söz konusu olduğu ifade edilmelidir. Zira Mısır toplumunun aksine Memlûk idarecileri ağırlıklı olarak Türklerden oluşmaktadır. Çerkezler’in hâkimiyet kurduğu ikinci devrede dahi devlet, Türk olarak isimlendirilmektedir. Sultanlar ve memlûkler Türk isimleri taşımakta, Türkçe konuşmakta, sosyal yaşam ve kültürel anlayış bakımından da Türk geleneklerini sürdürmektedirler. Memlûkler ağırlığını Arapların oluşturduğu halktan bu açılardan farklı oldukları gibi, Hanefî mezhebine mensubiyetleriyle de Şâfiî mezhebinin oldukça yaygın olduğu Mısır ve Suriye ahalisinden ayrılmaktaydılar. Bu özellikler ve sultanların geneli itibariyle bir hanedana mensup olmayışları göz önüne alındığında, Memlûklerin siyasî meşruiyet için sahip oldukları askerî gücün dışında başka şeylere de ihtiyaç duydukları anlaşılmaktadır. Ulemâ da bu noktada devreye girmiş ve iki taraf arasında bağlantıyı sağlayan bir köprü işlevi görmüştür. Bir devletin temel esasları kabul edilen halk, yönetim ve topraktan ilk ikisi Memlûkler için ancak Müslümanlık zemininde müşterektir. Bu müşterek zeminin temsilcisi hem halk hem de yönetim nezdinde ulemâdır. Ulemâ bu konumuyla Memlûkler’in halka kapattığı yönetim mekanizmasına katılma imkânı bulmuş, bir yandan halkı temsil ederken bir yandan dinin gereklerini idareye bildirme vazife ve sorumluluğunu yerine getirmiş, bir yandan da hayatını idame ettirmek için mansıplar edinmiştir. Bu bağlamda, bazı dönemsel farklılıklar bulunmakla birlikte, Memlûkler’de kuruluşundan yıkılışına kadar iktidar-ulemâ ilişkilerinin, ulemânın sağladığı ve halifenin de önemli rol oynadığı meşruiyet sağlama zemininde geliştiği tespit edilmiştir. Yönetime doğrudan katılan ve sultanla düzenli görüşme ayrıcalığına sahip başkadılar, kadı askerler, dârüladl müftüleri, beytülmâl vekilleri ve muhtesibler gibi üst düzey ulemâ ile sınırlandırdığımız çalışma, giriş ve iki ana bölümden oluşmaktadır. Girişte Memlûk Devleti siyasî tarihi ve teşkilatı ana hatlarıyla ele alınmış, buraya iktidar-ulemâ ilişkilerinin belirleyicileri ile alakalı dönemin yapısının anlaşılması noktasında faydalı olacağı düşünülen bir kısım da eklenmiştir. Çalışmanın birinci bölümünde siyasî ve askerî alanlarda iktidar-ulemâ ilişkileri ele alınmış, alt başlıklarla konu ayrıntılandırılmıştır. İkinci bölümde ise adlî/dinî, sosyal ve ilmî hayatta iktidar-ulemâ ilişkileri üzerinde durulmuş ve çalışma sonuç kısmı ile tamamlanmıştır. Bu çalışmayla İslâm tarihi içerisinde iktidâr-ulemâ ilişkilerinin Memlûk Devleti’ndeki serüveni ortaya konulmuştur. Bu serüven daha önceki tecrübelerin üzerine bina edildiği gibi kanaatimizce sonraki dönemler için de bir referans noktası teşkil etmektedir. Ülkemizde ve yurtdışında konuyla alakalı doğrudan ve bütüncül bir çalışma yapılmamıştır. Dolayısıyla bu kitabın literatürde önemli bir boşluğu doldurması ve yeni çalışmalara öncülük etmesi umulmaktadır.   The Mamlūks are a Muslim Turkish state that has ruled for almost three centuries in the central regions of the Islamic world, such as Egypt, Syria and the Hidjaz. In this book, the answer to the question of the basis on which the members of the government brought as Mamlūks from different geographies conducted their relations with the ‘ulamā of the period is sought, the topic has been examined in a way to cover all areas of life like political, social, religious, cultural etc. with the aim of revealing the nature of these relations. Regarding the nature of power and the ‘ulamā in the Mamlūks, it should be stated that first of all, there were serious differences between the ruling elite and the people in almost every respect during this period. Just as the Mamlūks were different from the Arabs in these respects, they were separated from the people of Egypt and Syria, where the Shafi'i sect was quite widespread, by their membership in the Hanafi sect. Given these characteristics and the fact that sultans in general do not belong to a dynasty, it seems that the Mamlūks need other things besides the military power they have, for political legitimacy. The ‘ulamā also came into play at this point and served as a bridge decoupling between the two sides (Ruling elite and People).The first two of “the people, administration and territory”, which are accepted as the basic principles of a state, are common for the Mamlūks only on the basis of Islam. The representative of this common ground is the ‘ulamā both before the people and the ruling elite. Although there are some periodic differences, it has been found that the power-‘ulamā relations developed from the foundation of the Mamlūks until their fall on the basis of providing legitimacy provided by the ‘ulamā and in which the caliph also played an important role.The study consists of an introduction and two main chapters. In the introduction, the political history and organization of the Mamlūk State are discussed in outline. In the first chapter of the study, power-‘ulamā relations in political and military fields were discussed. In the second chapter, the relations between power and ‘ulamā in judicial/ religious, social and scientific life were focused on and the study was completed with the conclusion part. With this study, the adventure of power-‘ulamā relations in the Mamlūk State within the history of Islam has been revealed. There has not been a direct and holistic study on the subject in our country and abroad. Therefore, it is hoped that this book will fill an important gap in the literature and lead to new studies.</jats:p>
