<jats:p>The article examines the activities of the Orenburg Administration for the management of the Junior College, gives an assessment of management methods, ways to solve interethnic, military and economic problems of the region. The paper uses retrospective, problem-chronological, historical-comparative, as well as general scientific research methods.</jats:p>
