Abstract

<jats:p>The article examines the deepening spatial fragmentation in Ukraine, which is a consequence of military actions and significantly affects the possibilities for sustainable development of regions and territorial communities. Destroyed infrastructure, disrupted transport and digital connections, isolation of individual settlements, and unequal access to electronic services have created new spatial and communication asymmetries. Such processes deprive part of the population of access to public services, complicate the receipt of critically important information, weaken economic activity, and reduce the institutional capacity of local self-government. A conceptual approach to overcoming spatial and digital inequality is proposed, combining the development of modern information and communication infrastructure, the expansion of digital services, the improvement of communication between the authorities and citizens, and the strengthening of the institutional resilience of communities. It is emphasized that digital solutions (government platforms, local feedback services, chatbots, geographic information systems, crisis communication tools) can minimize regional disparities and ensure continuity of communication even in conditions of destruction. The institutional asymmetry between communities, manifested in differences in digital maturity, accessibility of electronic services, quality of organizational processes, and capabilities of digital teams, was analyzed. It is emphasized that effective management of information and communication flows is a key condition for restoring mutual trust, integrating vulnerable groups, forming an inclusive environment, and building a sustainable post-war model of regional development. The results of the study deepen the understanding of the role of digital communications in spatial integration, offer practical guidelines for recovery policies, and identify tools that can support the long-term development of Ukraine's territorial communities.</jats:p>
