The architecture of the mechanism for strategic scaling of enterprise development in turbulent markets

<jats:p>This article substantiates the conceptual foundations for shaping the architecture of the organizational and economic mechanism for the strategic scaling of transport enterprises’ development in turbulent markets. It is demonstrated that the current operating conditions of the transport sector are characterized by high uncertainty, a dynamic external environment, and the increasing influence of crisis factors, which necessitates a rethinking of traditional approaches to managing enterprise development. An original approach is proposed for interpreting strategic scaling as a continuous, adaptive process of quantitative and qualitative enterprise development, aimed at ensuring long-term competitiveness, sustainability, and operational efficiency. An architectural framework for the organizational and economic mechanism of strategic scaling has been developed, integrating functional blocks of strategic monitoring, comprehensive diagnostics, strategic planning, resource provision, strategy implementation, and performance monitoring. A system of principles governing the mechanism’s operation has been established, including systematicity, adaptability, strategic flexibility, digitalization, risk orientation, resource balance, and customer focus. The functions of the mechanism have been substantiated, ensuring the integration of processes of strategic analysis, planning, coordination, implementation of management decisions, and monitoring of their results. A conceptual model for the strategic scaling of a transport enterprise is proposed, reflecting the interrelationship between the enterprise’s internal potential and external turbulence factors and facilitating adaptive strategic management decision-making. The practical value of the research lies in the possibility for transport enterprises to utilize the proposed mechanism to enhance the effectiveness of strategic management, optimize the use of resource potential, accelerate digital transformation, and build sustainable competitive advantages in an unstable market environment.
