Abstract

<jats:p>Recently, the economy of our country has embarked on import substitution in all sectors of the economy. This policy is aimed at increasing the country’s scientific potential, speeding up production processes, and increasing the level of GDP. As part of this policy, the term technological sovereignty has emerged. This concept can be considered in the context of a country, region, industry, or enterprise. Technological sovereignty implies a certain level of independence from foreign resources in the development of new types of technologies, goods (works, services), machinery and equipment. The level of development of technological sovereignty is influenced by many factors: the availability of a material and technical base, scientific laboratories, research and testing centers, and the level of education. This article examines the level of development of technological sovereignty of the Samara region. The choice of this research object is due to the fact that the Samara Region is one of the economically important regions of Russia, where strategic enterprises of the defense, oil, and machine- building industries of our country operate. In recent years, the region has developed all the necessary infrastructure to develop the innovative potential of enterprises within the framework of increasing the technological sovereignty of the Samara region. State authorities (forming the legislative framework of the region), higher education institutions (directly involved in scientific research), non-profit organizations (providing financial and other support to commercial enterprises), industrial enterprises (introducing innovative developments into their activities) take part in strengthening and developing technological sovereignty. Thus, the development of the technological sovereignty of the region requires the integrated work of all subjects of economic relations. The technological sovereignty of the Samara Region is being built up using government programs, which are presented in detail in the study. The indicators of innovation activity in the Samara region are the result of the interaction of government programs with various subjects of economic relations. Samarstat, as the main statistical organization of the region, accumulates information about the innovative activity of the region in terms of participants, sources of financing, types of activities, and results. Based on the above information, analytical activities were carried out that helped determine the level of technological sovereignty.</jats:p>
