Abstract
<jats:p>The article discusses the rationale and development of a model of regulatory and dynamic management based on results in higher education organizations based on the use of management archetypes. Shortcomings in monitoring universities and development programs of universities participating in the Priority 2030 academic leadership program are indicated. A system of indicators of assessment and management based on the results in universities is proposed, reflecting the main directions (types) of their activities and the relationship with the indicators of the national goals of Russia and the implementation of state educational policy. The main content of individual stages (blocks) of the model of normative-dynamic management based on the results in universities is disclosed, including comparison of the proximity of actual and reference assessment indicators measured by growth and acceleration rates (rate of pace).</jats:p>
