Abstract
The public procurement system is character-ized by a certain perception both in society as a whole and in the business community. This system in the business environment can be associated with contradictory things: both with financial opportunities, new sales markets, and with a high level of corruption, anti-competitive behavior and other illegal phenomena. Low institutional trust in public procurement – that is, the trust of partici-pants in this sphere in each other – un-doubtedly reduces the effectiveness of all procurement activities. The purpose of this study is to systematize and characterize the factors influencing business entities' trust in the public procurement system. To achieve this goal, a PEST analysis was used, taking into account the main trends and specific features of the public procurement sector at the current stage of development.
