Abstract

This article presents a review of the literature and institutional documents on creative and cultural entrepreneurship in Mexico, framed within the shift towards the creative economy or orange economy in Latin America [UNCTAD, 2018]. Definitions, conceptual frameworks, and public policies are examined, as well as evidence regarding the sector's economic weight and structural challenges [UNESCO, 2022; OCDE, 2022]. Based on an analysis of recent scientific articles and reports from international organizations [UNCTAD, UNESCO, OCDE], the progress and limitations of Mexican creative and cultural entrepreneurship are discussed in terms of economic development, employment, and social cohesion. Two specific sections are included: one on the role of youth in creative entrepreneurship and the other on subnational public policies in Nuevo León, Jalisco, and Mexico City. Finally, research gaps and future directions aimed at strengthening creative ecosystems at the national and local levels are identified.
