Abstract
<jats:p>This article examines the establishment of the I. Arabaev Kyrgyz State University, its development paths, stages, as well as the opening of the State Institute of Language and Culture, its faculty, research, and theoretical concepts. The State Institute of Language and Culture was established on the basis of the Faculty of Philology of the I. Arabaev Kyrgyz State Pedagogical University by the Decree of the President of the Kyrgyz Republic dated September 20, 2000, and Resolution No. 326 of the Government of the Kyrgyz Republic dated July 9, 2001. The Charter of the State Institute of Language and Culture was developed, updated, and re-registered (Regulation No. 0080645 dated September 11, 2007). The legal form of the institute is institution, and its form of ownership is state-owned.
