Abstract
<jats:p>The objective of this research is to describe the digital evolution of governments through the implementation of various technologies, such as artificial intelligence (AI), and to examine how this has contributed to enhancing citizen participation. Governments face two primary challenges: the first is to improve trust with citizens and encourage their participation in government decisions, and the second is to utilize technologies that facilitate this interaction. Currently, countries have made progress on AI issues, primarily in regulating it. However, the use of AI in citizen participation is still in its early stages, as it is mainly employed for citizen consultations regarding government information, procedures, and government outreach to citizens on specific issues. Still, it has not advanced to the point where governments encourage citizens to be more involved in collaborating on all stages of a consultation, even after it is implemented.</jats:p>
