Abstract

The article is devoted to the analysis of European experience in the use of auctions to attract investors to various sectors of the economy and the development of recommendations for the implementation of advanced European practices in Ukraine. Auction trading is examined as a modern mechanism for attracting investment and a tool for improving the efficiency of public asset management. The European experience of using auctions in strategic sectors of the economy, particularly in renewable energy and infrastructure projects, is analyzed. A comparative analysis of the regulatory and legal framework governing auction mechanisms in the countries of the European Union and in Ukraine is conducted. Statistical indicators of the use of electronic auctions are studied, and their role in attracting investment and ensuring transparency of economic processes is determined. The prospects for implementing European approaches to investment auctions in Ukraine are substantiated. The application of SMART analysis is proposed to evaluate strategies for attracting investors to priority sectors of the economy. The study confirms that auction trading is an effective modern mechanism for attracting investment, combining procedural transparency, competitive selection, and efficient allocation of economic resources. European experience demonstrates the systematic use of auction mechanisms in strategic sectors, primarily in renewable energy, infrastructure, and concession projects. The comparative analysis of the legal framework shows that in Ukraine auction mechanisms are mainly used as a tool for managing and monetizing public assets, while their potential as a full-fledged instrument for strategic investment attraction remains underutilized. The application of SMART analysis made it possible to identify strategic directions for the use of auction mechanisms to attract investors to priority sectors, including renewable energy and the defense-industrial complex.
