Training and Professional Development in Election Administration: The Case of North Macedonia

<jats:p>This case study on North Macedonia examines the progress of training and professional development in election administration, focusing on the experience of the State Election Commission (SEC). It analyses how training has evolved from largely ad hoc, election-driven activities into a more structured and institutionalized function supporting the professionalism and effectiveness of electoral processes. Overall, the case of North Macedonia illustrates that institutionalizing electoral training is a gradual and multi-dimensional process. It requires alignment between legal provisions, organizational structures, resource allocation and strategic priorities. The experience offers valuable lessons for other electoral management bodies, particularly in relation to building trainer networks, adopting blended learning models and embedding training within broader processes of institutional development and electoral reform.</jats:p>
