Abstract

<jats:p>The study focuses on a new stage in the formation of business conditions. The issues of continuity in public policy and consistency in approaches to improving business conditions and the investment climate were addressed. The prerequisites and foundations of approaches to creating a business environment have been identified. The main characteristics of the implementation of three previous large-scale projects are presented. The format of the national model of target business conditions has been considered. The article focuses on the structure of the national model as a unified whole system and highlights its complex nature. The results of the analysis of problematic issues in the field of labor standards are reflected. The article concludes that it is necessary to study the methodology for forming a national model, interdepartmental relationships, the principles of validity of key performance indicators for implementing a national model, and measures to achieve them.</jats:p>
