Abstract
<jats:p>The chapter considers the regional education quality system as a complex social construct. Through the prism of a sociological approach, the interests and interactions of key actors (the state, educational organizations, teachers, students, parents, employers), institutional frameworks and value orientations that form ideas about quality are analyzed. Based on theoretical analysis and empirical data (questionnaires, interviews, document analysis), the latent functions of the system, social contradictions and risks are identified, recommendations are given on the development of an education quality management system, the authors propose a conceptual analysis model that can be used to develop targeted management decisions at the regional level.</jats:p>
