SUSTAINABILITY IN WARTIME: INNOVATIVE APPROACHES TO CONSUMPTION, RECOVERY, AND INSTITUTIONAL STABILITY AMID THE RUSSIAN-UKRAINIAN CONFLICT

<jats:p>The modern world faces unprecedented challenges that disrupt the trajectory of global development and cast a shadow over the achievement of the Sustainable Development Goals (SDGs) adopted by the United Nations in 2015. These goals, intended as a roadmap for a better future by 2030, have been confronted by a series of crises—from climate emergencies and pandemics to military conflicts that devastate not only infrastructure but also the fabric of socio-economic systems. Among these, the Russian-Ukrainian war, which began in 2014 and escalated dramatically in 2022 with a full-scale invasion, stands out as a conflict with profound global consequences. This war has triggered a humanitarian catastrophe in Ukraine and set off a chain reaction affecting global economies, food security, energy markets, and social stability worldwide. This monograph aims to comprehensively analyze the impact of the Russian-Ukrainian military conflict on the achievement of the SDGs, focusing on socio-economic transformations, poverty alleviation, food security, education, gender equality, and the reduction of inequality. The study seeks not only to highlight the scale of this crisis but also to propose scientifically grounded solutions to mitigate its consequences for both Ukraine and the global community. At the core of the research is an exploration of how the war intersects with all aspects of sustainable development, creating a cascading effect where the deterioration of one goal precipitates the decline of others. The methodology integrates empirical analysis, statistical data, expert assessments, and cognitive modeling, drawing on reports from international organizations such as the World Bank, FAO, and the UN, as well as scientific publications examining the war’s impact on sustainable development. A key tool in the study is a cognitive model with 22 factors, implemented in RStudio, which analyzes the complex interrelationships between various factors and forecasts potential development scenarios in wartime conditions. The monograph consists of six chapters, each addressing a specific dimension of the war’s impact on the SDGs, from socio-economic transformations and health crises to environmental degradation and institutional instability. The study evaluates the economic, social, and energy-related consequences of the conflict, examines its effects on global food security and education, explores gender dimensions of the crisis, and proposes strategies for recovery and adaptation within the framework of the SDGs. The scientific novelty of the work lies in its comprehensive approach to analyzing the war’s impact on the SDGs, with a focus on cross-sectoral linkages. It introduces a pioneering cognitive model encompassing all 17 SDGs, adapted to wartime conditions, and provides quantitative assessments of key impulses such as social tensions, production disruptions, and energy crises. The practical significance of the study lies in its actionable recommendations for Ukraine and the international community, aimed at mitigating the war’s consequences and laying the groundwork for post-war recovery. The findings underscore the interconnectedness of the SDGs and the urgent need for global solidarity and support to address the systemic shock caused by the conflict.</jats:p>
