Abstract

<jats:p>This article analyzes the main directions of the Republic of Georgia’s state policy in the field of informatization development from 2000 to 2010. Since gaining national independence, the Republic of Georgia has been implementing a state policy in the field of information society development. However, since 2000, Georgia, based on its socio-economic and political orientation, has clearly begun to build an information society along Western lines. This article examines the history of the Republic of Georgia’s state policy in the field of informatization based on the adoption of relevant legal documents. The authors trace the evolution of state policy in the field of informatization development. While the foundations of independent legislation were laid in the early 1990s, specialized laws in this area appeared much later (in the late 1990s - 2000s). The paper examines key regulatory acts, including: the Constitution of Georgia (Articles 24, 37, 41); the General Administrative Code; the Law on Freedom of Speech and Expression; The Law on Electronic Communications; the Law on Innovations; the Law on Electronic Signatures and Electronic Documents; the Law on Public Procurement; the National Security Concept of Georgia, etc. The authors attempt to analyze data and other regulatory legal acts in the field of informatization and the development of an information society. It is noted that the mechanism for ensuring access to public information is currently insufficiently effective. In conclusion, the authors conclude that by 2010, Georgia was seeing a positive trend in the development of informatization: the basic preconditions for the formation of an information society and the liberalization of the media industry had been established. The country’s government followed a course aimed at complying with international standards in the field of personal data protection, a key step of which was the ratification of the Council of Europe Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data. At this time, the conceptual foundations of e-government and the digital transformation of public administration began to take shape: the first tools for automating public services and an e-procurement system emerged.</jats:p>
