Abstract
<jats:p>Статья посвящена анализу проблем, связанных с высокой концентрацией американских военных баз в префектуре Окинава. Одним из способов урегулирования "окинавской проблемы" стало решение перенести авиабазу Футэмма из густонаселённого г. Гинован в местечко Хэноко. Спустя почти 20 лет с момента принятия "дорожной карты" проект далёк от завершения. Его реализация блокируется префектуральными властями, местными жителями, выявлены технические сложности. Однако правительство Японии настаивает, что перенос Футэмма является единственным способом облегчить бремя военных баз для Окинавы без угрозы для национальной безопасности, обеспечиваемой стабильностью японо-американского альянса.</jats:p> <jats:p>The article is devoted to the analysis of problems associated with the high concentration of American military bases in Okinawa Prefecture. One of the ways to resolve the "Okinawa problem" was the decision to relocate the Futenma airbase from the densely populated city of Ginowan to Henoko in northeastern Okinawa. Almost 20 years after the adoption of the roadmap, the project is far from complete. Its implementation is blocked by prefectural authorities and local residents, and technical difficulties have been identified. However, the Japanese government insists that relocating Futenma is the only way to ease the burden of military bases on Okinawa without jeopardizing the national security provided by the stability of the Japan-US alliance. But the "Okinawa problem" is too complex and multidimensional and it cannot be fundamentally solved by simple relocation a military facility from one place to another.</jats:p>
