Abstract

<jats:p>The article examines methods for optimizing public administration of anti-terrorism security (ATS) of facilities in the face of hybrid warfare and multi-vector hybrid threats. Objective – to substantiate the need for paradigmatic compatibility of hierarchical and network principles of state management of ATS facilities in conditions of un-certainty and unpredictability of hybrid warfare. A set of scientific methods was used in the study: a systematic approach allowed us to study the ATS of objects as a complex system with many interrelated elements; struc-tural and functional analysis made it possible to identify the key functions of ATS subsystems and assess their impact on the stability of the system; network analysis contributed to the study of the topology of relations be-tween ATS management entities and the assessment of the possibility of combining hierarchical and network management paradigms. As a result of the research: 1) The purpose of the state administration of ATS facilities has been clarified; 2) The functional problems of the hierarchical structure of public administration of ATS fa-cilities are revealed; 3) The necessity of combining the hierarchical paradigm of public administration with the network-centric one in the conditions of multivector hybrid threats is substantiated. The novelty of this approach lies in the creation of a hybrid management model for the ATS facilities system, which combines the strengths of both paradigms, overcomes their limitations and ensures the optimization of public administration processes.</jats:p>
