Abstract
<jats:p>This article examines key aspects of the electronic preliminary voting system in the Russian Federation. It ana-lyzes the technological mechanisms, electoral effectiveness, and problem areas of this procedure. It substanti-ates the role of electronic preliminary voting as a tool for intra-party democratization and increased transparen-cy in personnel decisions when forming party lists and nominating candidates for various elections. It describes the mechanism for implementing electronic preliminary voting through the creation of a secure information system that ensures voter authorization through the “Gosuslugi” portal. The technical components include a personal online account for selecting a candidate, a data encryption system for transmitted data, and the use of an electronic digital signature to confirm the vote. The paper analyzes the experience of organizing and con-ducting preliminary electronic voting in the municipality of Goryachiy Klyuch in Krasnodar Krai. The study identi-fies problems and challenges in implementing preliminary electronic voting technology.</jats:p>
