Abstract

<jats:p>This paper examines how digital technologies can change the traditional public administration system and promote the formation of a new management model. The study systematically analyzes the theoretical founda-tions, practical mechanism, and key issues of digital governance, which has important reference value for aca-demic research and policy development. If we take Chinese practice as an example, digital governance has evolved from local pilot pro-jects to a national strategy. Through strategies such as planning for the develop-ment of big da-ta and the creation of a digital government, an institutional framework has been established for the sound management of government affairs and information security. It was gradually being built. The study showed that current research in the field of digital governance is mainly focused on three main areas. The re-sults of the study reveal persistent problems such as data quality, lack of a legislative framework, and control over algorithmic decision-making. With this result, the article proposes an integrated conceptual model, rec-ommends the creation of a multi-level implementation system covering technical infrastructure, data pro-cessing and application solutions, and emphasizes step-by-step progress.</jats:p>
