Abstract
<jats:p>Using the example of the application of administrative penalties for corruption acts, the possibilities of their optimization based on modelling as components of the system of administrative penalties are investigated. It is determined that the optimization of the system of administrative penalties requires, first of all, a radical reform of administrative legislation, especially in terms of the application of the types of penalties enshrined in the Code of Ukraine on Administrative Offenses. The modelling of the system of administrative penalties is characterized as one of the categories of legal direction, which is enshrined in legal acts and provides for the purpose, objectives, principles, functions and other constituent elements of the model. Attention has been drawn to the subjective approach of the legislator when determining the problem of the size of the administrative fine for committing corruption acts by individuals and legal entities. It has been proven through the analysis of statistical data on committed administrative offenses (including corruption) that there is a need to optimize the system of administrative penalties based on their modelling, which will have positive consequences in the enforcement of penalties by authorized entities of power. Particular attention is paid to the analysis of administrative liability for corruption-related offenses under the Code of Administrative Offenses, as well as the specifics of determining the amount of administrative fines and their legal consequences. The study substantiates that the current system of sanctions for such offenses is characterized by sig-nificant fluctuations in the size of fines, which indicates a certain subjectivity of the legislator in assessing the degree of public danger of corrupt acts. In this regard, the study emphasizes the advisability of using legal modeling as a methodological tool for improving the system of administrative penalties and ensuring a more balanced and effective mechanism for their application in the field of anti-corruption.
