Abstract
<jats:p>Устойчивое социально-экономическое развитие региона зависит не только от внешних факторов. Важную роль среди внутренних факторов играет наличие в регионе квалифицированных трудовых ресурсов. Поэтому изучение вопросов кадровой безопасности региона весьма актуально. Цель исследования состоит в предложении уточненной дефиниции понятия «кадровая безопасность региона». В отличие от существующих разработок, предлагаемая трактовка сформирована исходя из глубокого структурного анализа и синтеза концептуальной сущности существующих научных экономических теорий применительно к кадровой безопасности региона. В работе проведен обзор соответствующих теорий классической экономической школы, а также научных школ, изучающих вопросы формирования и развития человеческого капитала, организационной эффективности, адаптивной устойчивости экономических систем, человеко-ориентированной экономики. Полученные результаты исследования являются отдельными элементами методологического базиса для последующего создания инструментария оценки кадровой безопасности региона и разработки рекомендаций по формированию региональной кадровой политики в современных условиях.</jats:p> <jats:p>The sustainable socio-economic development of the region depends not only on external factors. An important role among internal factors is played by the availability of qualified labor resources in the region. Therefore, the study of personnel security issues in the region is very relevant. The purpose of the study is to propose a more precise definition of the concept of “regional personnel security.” Unlike existing developments, the proposed interpretation is based on a deep structural analysis and synthesis of the conceptual essence of existing scientific economic theories in relation to personnel security in the region. The paper provides an overview of the relevant theories of the classical school of economics, as well as scientific schools studying the formation and development of human capital, organizational efficiency, adaptive stability of economic systems, and human-oriented economics. The obtained results of the study constitute individual elements of the methodological basis for the subsequent creation of tools for assessing the personnel security of the region and the development of recommendations for the formation of regional personnel policy in modern conditions.</jats:p>
