ІНСТИТУЦІЙНІ ОСНОВИ ОРГАНІЗАЦІЇ ФОНДОВОГО РИНКУ УКРАЇНИ (Institutional Foundations of the Organization of Ukraine’s Stock Market)

<jats:p>&lt;b&gt;Ukrainian Abstract:&amp;nbsp;&lt;/b&gt;Актуальність статті зумовлена необхідністю активізації фінансово-інвестиційного потенціалу фондового ринку України, що залишався малорозвиненим і зазнав негативного впливу під час воєнного стану. У роботі систематизовано інституційні засади організації фондового ринку, зокрема в умовах воєнного періоду, та розглянуто ключові зміни в регуляторному підході. Пріоритет надано ролі фондового ринку як механізму мобілізації інвестиційних ресурсів в умовах економічної та геополітичної нестабільності. Описано основні нормативно-правові акти та повноваження державних органів у сфері регулювання. Виокремлено дві групи проблем фондового ринку: системні (залежні від стану економіки) та організаційні (які можна вирішити державним втручанням). Запропоновано шляхи вдосконалення ринку: диверсифікація інструментів, розвиток корпоративного сегменту, підвищення ліквідності, довіри інвесторів і фінансової грамотності. Наведено очікувані результати від впровадження запропонованих заходів. &lt;div&gt; &lt;br&gt; &lt;/div&gt; &lt;div&gt; &lt;span&gt;English Abstract:&amp;nbsp;&lt;/span&gt;The relevance of the article lies in the need to unlock the financial and investment potential of Ukraine’s stock market, which has remained underdeveloped and was further impacted by martial law. The study systematizes the institutional foundations of the stock market’s organization, particularly under wartime conditions, and highlights key changes in regulatory approaches. Priority is given to the stock market’s role as a mechanism for mobilizing investment resources amid economic and geopolitical instability. The article outlines key legal acts and the responsibilities of regulatory authorities. It identifies two categories of stock market issues: systemic (linked to the overall economic situation) and organizational (addressable through state regulation). Proposed solutions include diversification of financial instruments, development of the corporate segment, improved liquidity, investor trust, and financial literacy. The expected outcomes of the suggested regulatory measures are also presented. &lt;/div&gt;</jats:p>
