Перешкоди розвитку України і перспективи модернізації: Особливості цінностей чи «пастка бідності»? (Barriers of Development of Ukrainian Society and Prospects of Modernization: Peculiarities of Values or 'Poverty Trap'?)

<jats:p>&lt;b&gt;Ukrainian Abstract:&lt;/b&gt; На основі даних Всесвітнього дослідження цінностей (WVS), Європейського дослідження цінностей (ЕVS) і дослідницького інституту групи Credit Suisse продемонстровано, що перешкодою розвитку українського суспільства і поширення емансипаційних постматеріалістичних цінностей є бідність і висока соціальна нерівність. Незважаючи на меншу кількість людей, які поділяють емансипаційні цінності, порівняно з іншими східноєвропейськими країнами, в Україні, також існує тенденція ціннісного зсуву від традиційних матеріалістичних пріоритетів до емансипаційних постматеріалістичних орієнтацій. Можна прогнозувати, що з підвищенням матеріального добробуту і відчуття безпеки населення зміна цінностей прискорюватиметься, що створить можливості для зростання громадянської участі і більш ефективного контролю за державними інститутами. За умов цілеспрямованої компетентної урядової політики і справжніх інституціональних реформ це дає шанс для модернізації українського суспільства. &lt;b&gt;English Abstract:&lt;/b&gt; Barriers of development of Ukrainian society and prospects of modernization: peculiarities of values or "poverty trap"? The article aims to answer the question whether peculiarities of Ukraine's population values prevent development of Ukrainian society during period of independence. Based on the longitudinal data of the World Values Survey (WVS), the European Values Study (EVS) and the Research Institute of Credit Suisse Group the article demonstrates that high levels of poverty and social inequality are a barrier for development of Ukrainian society and impede the spread of emancipatory post-materialist values among population. It is also found that despite the fact that there are fewer people who share emancipatory values compared to other East European countries, Ukraine, nevertheless, also encounters a shift from traditional materialist value priorities towards emancipatory post-materialist orientations. Based on the research results one can predict that the increase of well-being and a sense of security of the population will accelerate the values change that will create opportunities for civic participation and more effective control over the state institutions. The purposeful and competent policy of Ukrainian government and true institutional reforms are a chance to modernize Ukrainian society successfully.</jats:p>
