Abstract
<title>Abstract</title> <p>Arctic warming is redrawing the northern development frontier. Warmer conditions can expand land climatically suitable for cultivation, yet the same warming can weaken the frozen ground that supports roads, settlements and other built surfaces. Whether these opportunities and constraints emerge together across the Arctic remains unclear. Here we combine remote-sensing records from 2000–2021 with national and pixel-level temperature-freeze counterfactuals and permafrost thermal stratification across nine pan-Arctic regions. Land with mean annual air temperature above 0°C expanded by 5.9%. Model-based estimates placed pan-Arctic cropland 10.3% above its 2021 temperature-freeze counterfactual, whereas impervious-surface responses differed sharply among regions, with positive point estimates in Russia and Canada but estimates of approximately − 4% in Alaska and Greenland. This divergence was strongest where mean annual ground temperature approached thawing (− 2 to 0°C), a transition in which cropland and nighttime lights generally increased while built-surface accumulation weakened. Under SSP5-8.5, more than 99% of current impervious surfaces would fall within air-temperature classes historically associated with transition or warmer ground conditions. The Arctic development frontier is therefore not simply shifting northwards—it is separating between expanding land-use opportunity and a built environment increasingly exposed to thaw-sensitive ground.</p>
