Abstract
<jats:p>The relevance of this study is determined by the accelerating transformation of the drug situation in the context of digitalization and the global interconnectedness of social systems. Modern threats associated with the spread of psychoactive substances are acquiring a fractal-recursive nature: international changes in the drug market immediately trigger local cascading effects at the regional level. Therefore, the researchers propose considering the meso-level of management as a set of Foresight cells – elementary cognitive modules operating in a recursive feedforward and feedback loop. It is assumed that each Foresight cell performs forecasting, adaptation, coordination, and control functions, acting as a digital twin of the regional segment of the anti-drug system. The aim of the study was to scientifically substantiate the Foresight cell as an elementary holographic unit of the fractalcybernetic architecture of an anti-drug system, ensuring consistency between feedforward and feedback loops, adaptability, and digital scalability of meso-level control. Result. According to the authors, the model ensures the closure of the cybernetic control loop: data – forecast – decision – action – evaluation – adjustment. The integration of Foresight cells into the regional digital platform will enable the implementation of adaptive, self-learning management of anti-drug policy, ensuring the sustainability and functional diversity of the system in accordance with Ashby’s law of requisite diversity. Conclusion. The authors substantiate that the fractal-cybernetic architecture creates a holographic control integrity, in which each Foresight cell contains a miniature functional model of the system, ensuring the digital viability of anti-drug policy in the healthcare sector. Rethinking digital technologies not as monitoring systems, but as active regulators of complex system behavior, lends practical significance to the developed approach: it allows for phased and scalable implementation in regional anti-drug programs without the need for organizational reorganization, ensuring proactive adaptation to the dynamics of social risk in real time.</jats:p>
