Abstract

<jats:p>One of the criteria for assessing a medical organization’s readiness for a mass influx of casualties is monitoring the availability, completeness, and quality of administrative and planning documentation for work under non-standard conditions, which are assessed during verification activities. Purpose of the study: to analyze the effectiveness of the methodology developed by the authors for assessing the readiness of a medical organization for the mass reception of victims, and to determine the possibility of its implementation in the practice of verification activities. Materials and methods. The assessment of the readiness of a medical organization for the mass admission of victims was carried out using the checklist developed by the authors, «Assessment of the readiness of a medical organization for the mass admission of victims in an emergency situation» and an assessment scale, which included a number of criteria according to which points were awarded. Results. The study involved 34 medical organizations that are part of the Moscow territorial disaster medicine service (hospitals), where an analysis of internal administrative, planning, and other documents was conducted in accordance with the list of checklist questions. It was found that 67,7% of the inspected hospitals were prepared for a mass influx of casualties, 8,8% were partially prepared, and 23,5% were not prepared. A repeat inspection of 14 previously inspected medical organizations showed that the proportion of hospitals prepared for a mass influx of casualties increased by 1,4 times, while those rated as «limitedly prepared» decreased by 1,2 times. Conclusion. The study results demonstrated the high objective effectiveness of revising documentation regulating the work of hospitals in non-standard conditions. The authors identified deficiencies in the documentation using the methodology developed by the authors. The introduction of this methodology into the practice of conducting inspections of medical organizations that are part of the territorial disaster medicine service of a constituent entity of the Russian Federation will improve the quality of their preparation for work in conditions of mass influx of victims.</jats:p>
