<jats:p>This article analyzes the legal nature of public-private partnership agreements. It argues that a PPP agreement
represents an independent contractual type of private law with a private-law contractual core, onto which publiclaw
elements are “grafted,” forming an institutional superstructure that does not transform the sectoral nature
of the obligation.</jats:p>
