Abstract
<jats:p>The article explores the multi-level infrastructure established in the Russian Federation to stimulate and support positive civic engagement among youth. Based on an analysis of the regulatory framework, institutional mechanisms, and digital platforms, the authors identify the key elements of the system, including federal and regional legislation, the activities of specialized government agencies, public-government organizations, as well as specialized resource centers. Special attention is given to the role of this infrastructure in transforming youth initiatives into socially meaningful activities, which contributes to the development of a responsible civil society. The article concludes that state policy in this area is comprehensive and systematic, combining traditional support tools with digital solutions.</jats:p>
