<jats:p>The article examines the activities of the Yaroslavl provincial zemstvo to find the best way to solve the problem of peasant landlessness. The Yaroslavl zemstvo was the first in Russia to develop a project to organize a mortgage zemstvo bank for large-scale operations in the land market of the region. During the discussion of this project in the provincial zemstvo assembly, it became clear that the local zemstvo had insufficient financial resources, and it was decided to create a small fund for mortgage lending to peasants.</jats:p>
